PLANNING APPLICATION FOR CHANGE OF USE OF FROM RESIDENTIAL BUNGALOWS (USE CLASS C3) TO CHILDRENS CARE HOME (USE CLASS C2) AT 41A, 41B, 41C AND 41D DEAKIN ROAD

Erdington Councillor Robert Alden has been contacted by the Planning Department to inform him that a planning application has been submitted to convert the above property into a residential care home for children (Class C2).

Robert is concerned that the property and location is not suitable for such a use and will therefore have a negative impact for  our local area. Therefore he has launched a petition objecting to the planning application for the following reasons:-

 · Council policy is for C2 residential care home uses to be located in detached properties. These are semi-detached and back garden and so are not suitable due to the impact on neighbours and would be out of keeping with the local area. 

· The application breaches Policy DM12 of the Council’s planning policies. It causes a loss of bungalows which are in short supply across the City and in Erdington. It also would also create children’s homes that lead to an unacceptable adverse impact on the very close neighbouring properties. 

· The properties are built in a back garden accessed via a very narrow road. Permission for the properties was only given on basis of them being bungalows for elderly people as that would be in keeping with the road and met a local need. Allowing these care homes use will add to existing parking pressures.

· Erdington already has too many Houses of Multiple Occupation (HMO) and properties sub-divided into flats. The loss of these homes aimed at elderly persons will further compromise the character of the area. Council policy states that family homes should be retained where they are still viable. As new builds these are clearly viable. 

· Use of a semi-detached property for a C2 residential care use will lead to noise nuisance and compromise the amenity of neighbouring properties. 

· There have been issues with residential care uses in Erdington as a result of poor management, leading to crime, disorder, anti-social behaviour—all of which have a detrimental impact for  local residents.
